Edit ./CalibreWebCompanion/CalibreWebCompanion/settings

Set CALIBRE_DIR to the path of your library
./CalibreWebCompanion
run ./manage.py runserver
this is in development mode. don't actually use it or release it like this. The debug info it shows is spicy.
